The VCS Environmental team brings a diverse range of qualifications with decades of experience to provide expert solutions to each and every project—whether related to project entitlement, CEQA-NEPA, biological regulations, or cultural services.

The VCS team has been led by President Julie Beeman for 27 years. Vice President Wade Caffrey and Directors Eric Turner and Patrick Maxon head up our CEQA/NEPA, Regulatory, Biological, and Cultural, and teams. Our goal is to serve our clients with excellence in order to maintain their business year over year.

Since the beginning, VCS has been committed to serving others by supporting global and local charitable initiatives and mentoring business leaders, entrepreneurs, young professionals, and students.

Julie is a longtime environmental executive specializing in project entitlement, CEQA/NEPA, biology, and jurisdictional waters and wetlands regulations. Julie founded VCS Environmental in 1996 and now leads a 25-person team, serving public and private sector clients.


WADE CAFFREY | Vice President

Wade is an accomplished Biologist and Project Manager with expertise in regulatory and biological services. As VCS Vice President, Wade and his staff play a key role in coordinating with regulatory agencies to secure permits and meet permit compliance requirements. He and his staff also perform project biological and mitigation bank entitlement and are experts in native habitat mitigation/restoration implementation.

Eric has over 13 years of combined environmental experience in both the private and public sectors. As the Director of Environmental Services, Eric manages CEQA/NEPA documents with an emphasis on our transportation projects. He also oversees regulatory permitting for various projects.


PATRICK O. MAXON, M.A., RPA | Director, Cultural Services

Patrick is a Registered Professional Archaeologist with over 30 years of experience in all aspects of cultural resources management. As the Director of Cultural Services, he oversees cultural staff and the preparation of archaeological and paleontological reports, construction monitoring, recovery, and reporting.
